Average Pension Level in Ukraine for 2025
As of January 1, 2025, the average pension in Ukraine stands at 5,789 UAH, which is significantly lower than the actual minimum living wage.
This data is derived from a study conducted by EP, referencing information from the Pension Fund of Ukraine.
As of January 1, 2025, there are 10.3 million pensioners registered in Ukraine, of which 2.8 million are still working.
The average pension in Ukraine as of January 1 is 5,789.05 UAH, while for working pensioners, the figure reaches 6,302.76 UAH.
In October 2024, the head of the Budget Committee of the Verkhovna Rada, Roksolana Pidlasa, reported that according to the Ministry of Social Policy, the actual minimum living wage is three times higher than what is declared in official documents - 9,000 UAH.
The Federation of Trade Unions reported that according to the Ministry of Social Policy, the average minimum living wage in November 2024 was 8,537 UAH (considering mandatory payments).
Thus, the average pension in Ukraine is approximately 32.2%-35.7% lower than the actual minimum living wage for October-November 2024.
Reminder:
In 2025, the government will not increase social standards for the population due to the significant budget expenditures involved.
The minimum wage was raised to 8,000 UAH in 2024, but it will remain unchanged throughout 2025.
Official documents state that a person should be able to live on 3,000 UAH, while the Ministry of Social Policy considers the actual minimum living wage to be 9,000 UAH.
