New Evacuation Coordination System for Citizens
The government is launching a new information platform to coordinate evacuation efforts and assist citizens from temporarily occupied and frontline areas. This was announced by Prime Minister Yulia Svyrydenko, as reported by the Cabinet of Ministers' website; Deputy Prime Minister for Ukraine's Recovery, Minister of Community and Territory Development Oleksiy Kuleba on Telegram.
“We are distributing responsibilities among those in charge of evacuation and creating conditions to analyze the needs of evacuees. This will improve the quality of services received by individuals in transit centers and temporary accommodation facilities,” Svyrydenko stated.
The stages of the evacuation process are distributed as follows:
- Ministry of Regional Development through the Coordination Headquarters – overall coordination;
- Ministry of Social Policy – social support and reintegration at the local level;
- Emergency Service – ensuring safety, alerts, and technical aspects of the evacuation;
Local authorities will be responsible for organizing evacuation efforts: setting up gathering points, issuing alerts, registration, transportation, and providing household support.
The National Social Service of Ukraine will coordinate the work of multidisciplinary teams that include social workers, psychologists, lawyers, and medical professionals.
Kuleba indicated that the new “evacuation roadmap” was developed by the Ministry of Regional Development to define a clear action plan and responsibilities among all involved in the evacuation process.
“The primary goal is to establish a unified digital coordination mechanism that ensures a clear and safe evacuation route for every individual,” he emphasized.
According to Kuleba, all data about individuals, their needs, routes, and assistance will be recorded in the new information system. All information regarding movements, accommodation, needs, and services will be accessible to all agencies involved in assisting people.
The implementation of the system within three months will be ensured by the Ministry of Social Policy, which will oversee its administration.
