New Legislation on Lobbying in Ukraine
Today, September 1, 2025, a new Law of Ukraine «On Lobbying» (hereinafter — the Law) comes into effect, establishing the legal foundations for developing a transparent and accountable lobbying culture, defining rules for influencing the legislative process, and ensuring accountability to the public. Concurrently, the National Agency for Corruption Prevention (NACP) launches a key tool for its implementation “Transparency Register” (hereinafter — the Register) — an open public platform that collects, processes, and publishes data about lobbying entities and their reporting.

The launch of the Register means that individuals engaged in lobbying — influencing or attempting to influence governmental bodies regarding the adoption of regulatory acts for their own or commercial interests of beneficiaries, are required to obtain the status of a lobbying entity. This can be done (subject to the absence of restrictions specified in part 4 of article 10 of the Law):
- an individual with full civil capacity;
- a legal entity registered under Ukrainian law;
- a foreign legal entity having a representative office in Ukraine in accordance with the Law of Ukraine «On Foreign Economic Activity».
Individuals wishing to obtain the status of a lobbying entity must submit information to the Register as provided by the Law. To do this, they need to fill out the relevant registration form available after authorization.
The Register consists of two parts:
- public — open to all users. It contains information about lobbying entities, their reports, statistics, dashboards, and informational materials (excluding restricted access information);
- electronic cabinet — a personal environment for registered users, where they can create, submit reports, and update information about the lobbying entity.
In the public part of the Register, anyone can search and view information about lobbying entities and their reports, verify the accuracy of extracts generated by the Register, familiarize themselves with statistical data and dashboards, and view informational materials. Using the Register's tools, a person can obtain the status of a lobbying entity, create and submit reports, update data, change this status (suspend, stop, restore, or re-acquire), receive generated extracts containing information as required by law, and access certain documents submitted and received through the Register.
It is worth noting that the Register has become the first information and communication system that, with the assistance of the State Service of Special Communications and Information Protection of Ukraine, has passed security authorization under new standards established by Ukrainian law. The creation of the Transparency Register was implemented with the support of the «Digitization for Growth, Integrity, and Transparency» project (UK DIGIT), which is being carried out by the Eurasia Foundation and funded by UK Dev.
