New Measures to Enhance Transparency in Recruitment Centers
Starting September 1, representatives of recruitment centers are required to utilize body cameras while performing their duties.
The Ministry of Defense announced this via social media.
In conjunction with this initiative, the Ministry is developing a specialized IT system to centralize and standardize the video recording process for notifications.
The new system includes:
- procurement of standardized cameras;
- creation of a secure centralized data storage;
- use of software for rapid analysis of recordings.
The Ministry hopes that the implementation of cameras will help minimize conflicts, provide a basis for evidence in disputes, and prevent abuses.
Recording will automatically commence as soon as notification groups begin their duties and continue uninterrupted until their completion, with exceptions only for military objects or sensitive information, as well as personal needs of the staff.
Staff members are strictly prohibited from deleting or altering recordings, turning off cameras, obstructing recording, or sharing videos with unauthorized individuals.
Oversight of camera usage will be conducted by a designated individual within the recruitment center, while the information from the recordings will be managed directly by the supervisor.
Once the notification groups finish their work, the recordings will be automatically uploaded to a centralized secure server, where they will be stored for at least 30 days, and for longer periods in cases related to investigations or legal proceedings.
Violating camera usage rules will result in disciplinary action ranging from reprimands to demotion, and may involve referral of materials to law enforcement agencies.
The Military Law Enforcement Service of the Armed Forces will administer the information and telecommunications system, ensuring reduced risks of unauthorized access to recordings.
Why this is important: Recently, there have been increased reports of recruitment center staff allegedly unlawfully detaining conscription-age men on the streets for mobilization purposes.
