Military Training for Students: New Initiatives for 2025
In 2025, around 75-80 thousand second-year students are expected to undergo basic military training at universities.
This was announced by the Minister of Education and Science, Oksen Lisovyi, during a government Q&A session.

Students will start their training on September 1 of this year, with a program that includes both theoretical and practical courses.
“We anticipate that 75-80 thousand students will be mainly male second-year students. Female students can join voluntarily,” said Oksen Lisovyi.
According to him, the theoretical part of the course has already been launched at universities.
“We have prepared 170 educational programs that have already been submitted for approval to the General Staff,” the minister added.
Consultations with the Ministry of Defense are currently ongoing regarding the content of the practical part, which is set to start in May 2026.
Oksen Lisovyi also noted that funding for this program is drawn from the Ministry of Education's reserves.
“The need for funding in 2025 is 130 million UAH. We hope to secure additional funding during the budget review,” he emphasized.
Key Areas of Military Training
The basic military training is set to be introduced on September 1, 2025, encompassing disciplines such as psychological, reconnaissance, tactical, and firearms training.
The course will include both theoretical and practical components.
The theoretical section is mandatory for all, while the practical part is required only for men; women may participate voluntarily.
Deputy Minister of Defense Serhiy Melnyk stated that this training is obligatory for all university students.
Students who do not pass the exam or refuse to take the oath will not be able to continue their education.
