Inspection of Shelters in Kyiv: Issues and Solutions
Vitaliy Klitschko: Together with the heads of the districts, we inspected the shelters in the Solomyansky district, which are in poor condition and need repairs for the safe accommodation of people during air alerts.
Kyiv continues to work on improving the technical condition of protective structures and is expanding the network of shelters by adding new locations, particularly in residential areas and those far from the subway.
Currently, there are over 4,350 shelter facilities in the capital, differing in type, ownership, and technical specifications. Of these, 696 are state-owned, 2,576 are municipal, and 1,084 are private.
Since the onset of the full-scale war, nearly 2,500 shelters and storage facilities have been repaired, costing almost 3.4 billion UAH. Funds for repairs are allocated to district administrations, which are responsible for organizing and overseeing them.
This year, Kyiv allocated over 4 billion UAH for the construction of new shelters and major repairs of existing ones. However, as of September, only 819 million UAH has been utilized out of the total funds, which is approximately 20%. I urged district heads to take their responsibilities seriously, especially regarding the arrangement of shelters. We will conduct similar inspections in other districts.
Poor utilization rates of allocated funds for shelter arrangements have been noted in Solomyansky, Desnyansky, and Holosiivsky districts.
