Illegal Acquisition of Land in Kyiv Region Uncovered
Under the procedural guidance of prosecutors from the Office of the Prosecutor General, charges have been brought against an organizer and five members of an organized group who created an illegal scheme for acquiring land plots, causing damages to the territorial community amounting to 12 million UAH (Part 3 of Article 27, Part 3 of Article 28, Part 4 of Article 190, Part 3 of Article 27, Part 3 of Article 28, Part 4 of Article 358 of the Criminal Code of Ukraine).
According to the investigation, a future deputy and secretary of the permanent commission on land relations and environmental protection of one of the village councils in the Kyiv region, together with a private notary, an administrator of the administrative services department, and three individuals acting on behalf of others, committed a crime by falsifying documents related to land privatization.
The illegal scheme involved the administrator receiving applications from citizens with the required documents for acquiring land plots in the Kyiv region, after which packages with knowingly forged documents were sent to the land department for the drafting of village council session decisions.
The investigation established that the citizens did not sign any documents and did not submit applications for land allocation.
By registering ownership based on forged documents, the criminals organized the conclusion and registration of sale contracts through their private notary, whereby the new owner became the organizer of the criminal scheme and a deputy of the village council.
In this way, they seized land plots totaling 92 hectares, causing damages to the territorial community in the amount of 12 million UAH.
During searches at the homes and workplaces of those involved in Kyiv and Khmelnytskyi, documents related to the illegal alienation of land plots and subsequent deputy purchases were seized, including sale contracts, acceptance-transfer acts, state acts, technical documentation for determining land boundaries, consolidations, powers of attorney, etc.
The pre-trial investigation is being conducted by the Main Investigation Department with operational support from the Department of Internal Security of the National Police of Ukraine.
