Arrest of Officials in Kyiv for Budget Embezzlement
In the capital of Ukraine, Kyiv, the National Police has detained six individuals linked to the embezzlement of over 2.5 million hryvnias of budget funds. This concerns the repairs of the Metro Bridge and Kyrylivska Street. The perpetrators inflated the volume and cost of the work, as well as illegally employed workers from several municipal enterprises at the same site. On paper, they appeared to be in two places at once: at the project site and at their main place of work. All detained individuals have been charged.
Operatives from the Strategic Investigations Department in Kyiv, together with police investigators and prosecutors, continue their systematic efforts to uncover criminal schemes in local government. As a result of this work, six participants of two embezzlement schemes have been detained.
The first scheme involved leaders of municipal enterprises responsible for the repair and maintenance of roads in the Solomianskyi, Holosiivskyi, Sviatoshynskyi, and Desnianskyi districts. They engaged workers from other enterprises, despite having a contract with a commercial organization. This illegal hiring resulted in the embezzlement of over 1.6 million hryvnias.
The second scheme involved the theft of nearly 1 million hryvnias during the restoration of the Metro Bridge over the Dnipro River. They purchased sand at inflated prices from controlled companies, whereas the market price was significantly lower. The illicitly obtained funds were distributed among all involved. The deputy head of the capital construction department oversaw these processes.
On July 25, operatives detained six individuals involved in these criminal schemes, including the deputy head of the department and leaders of municipal enterprises.
All detainees have been charged under Article 191 of the Criminal Code of Ukraine. A decision is being made regarding the selection of preventive measures and their suspension from office.
The preliminary investigation is being conducted by police under the supervision of the prosecutor's office.
