New Developments: Ukrainian Delegation in Peace Talks
President Volodymyr Zelensky has signed a new decree regarding the formation of a Ukrainian delegation to participate in negotiations with the United States and other international partners, as well as with representatives of Russia, aimed at achieving lasting peace. The decree №854/2025 has been published on the official website of the President.
The delegation includes:
- Andriy Yermak, Head of the President's Office (head of the delegation),
- Rustem Umerov, Secretary of the National Security and Defense Council,
- Kyrylo Budanov, Chief of the Main Intelligence Directorate of the Ministry of Defense,
- Andriy Hnatov, Chief of the General Staff of the Armed Forces,
- Oleh Ivashchenko, Head of the Foreign Intelligence Service,
- Serhiy Kyslytsia, First Deputy Foreign Minister,
- Yevheniy Ostryansky, First Deputy Secretary of the NSDC,
- Oleksandr Poklad, Deputy Head of the Security Service,
- Oleksandr Bevz, Advisor to the Head of the President's Office.
The head of the delegation is authorized to:
- make changes to the composition of the Ukrainian delegation with the President's approval;
- engage officials from state bodies and organizations to support the delegation's work.
The Cabinet of Ministers of Ukraine is required to ensure funding for expenses related to the Ukrainian delegation's participation in the negotiation process with the USA and other international partners, as well as with representatives of the Russian Federation to achieve a fair and sustainable peace.
US President Donald Trump confirmed that his administration set a deadline for the following Thursday for Ukraine to agree to the White House's plan to end the war.
Earlier, US media reported that the Trump administration was conducting secret consultations with the Kremlin to develop a new plan to end the war in Ukraine.
According to an Axios publication, this plan consists of 28 points and is divided into four main categories: peace in Ukraine, security guarantees, security in Europe, and future relations between the USA and Russia and Ukraine.
After a conversation with US Vice President Jay D. Vance, President Volodymyr Zelensky stated that Ukraine, the USA, and Europe will work at the advisory level to make the path to peace truly feasible.
