New Sanctions Against Russian Propagandists
The President of Ukraine, Volodymyr Zelensky, has enacted a decision from the National Security and Defense Council dated April 11, 2025, which introduces sanctions against Russian propagandists and the activities of Russia's "shadow fleet".

According to decree No. 229/2025, sanctions have been imposed on 59 individuals (57 Russians and two Chinese citizens).
Another decree, No. 230/2025, introduces sanctions against 18 legal entities, mostly registered in Russia and engaged in informational activities.
An additional appendix to the decree lists another 71 individuals under sanctions, including both Russians and Ukrainians mostly linked to media. Notable names include Vadym Karasiov, Oleksandr Shelest, Oleksandr Sladkov, Andriy Norkin, and producer Yurii Bardash.
In his Telegram channel, Zelensky pointed out that the sanctions target propagandists and Russia's "shadow fleet".
"New sanctions. We are intensifying pressure on war propagandists and those justifying Russia, and together with our partners, we are blocking the activities of the Russian 'shadow fleet'. The relevant decrees are already published," the president wrote.
