New Mobile Internet Standards in Ukraine

The President of Ukraine, Volodymyr Zelensky, has signed a new law that enhances digital infrastructure by setting clear requirements for mobile internet quality.
This was announced by the First Deputy Prime Minister - Minister of Digital Transformation Mykhailo Fedorov on Telegram.
«Today, the President signed law No. 12094, which establishes clear standards for communication quality. This is another significant step toward fast and reliable mobile internet for all Ukrainians,» the message states.
With the law coming into effect, the internet speed that mobile operators must provide will become a mandatory standard. The state sets a minimum quality level for subscriber services, and operators will be required to comply.
Furthermore, there will be enhanced quality control for internet services on smartphones. Ukrainians will be able to conduct speed tests independently, with real data automatically sent to the NCCIR. This will enable the telecom regulator to quickly identify problem areas for improvement.
Another innovation is the lifting of the moratorium on operator inspections. This is expected to encourage them to more actively develop networks in rural areas and cover regions where connectivity is still lacking.
The law also ensures the continued operation of national roaming: after the state of war is lifted, Ukrainians will be able to switch between operators to stay connected in emergencies.
It is worth noting that the European Commission has approved Ukraine's access to the «Roam like at Home» policy, allowing Ukrainians to use mobile services in the EU without additional costs. The official implementation is expected to take place on January 1, 2026.
