Resilience of Shelters in Ukraine
In Ukraine, 13,362 shelters have been established, of which 9,025 are operational at all times, while the remaining 4,337 are ready to open promptly as needed.
The enemy continues to target critical and civilian infrastructure, aiming to complicate the heating season and use cold as a weapon against civilians.
On the night of November 19, the enemy launched a massive strike on the Lviv, Ivano-Frankivsk, Chernihiv, Kharkiv, and Dnipropetrovsk regions. In Ternopil, search and rescue operations are ongoing; the death toll has risen to 31, with 94 injured and 13 people missing.
More than 230 rescuers from nine regions of Ukraine, using 50 units of equipment, are working to mitigate the consequences. In the city and region, shelters are operational, providing warmth, hot tea, phone charging, internet access, and assistance. Many shelters are equipped with first aid kits, blankets, drinking water, and children's supplies.
All shelters are equipped with basic facilities such as generators, heating systems, internet access, and other necessary resources.
The Ministry of Community and Territorial Development of Ukraine coordinates with regional military administrations to ensure the stable operation of the network of shelters and the readiness of each one to function under any conditions.
