Traffic Violation Statistics: New Insights on Fines

Over 2 million fines for traffic violations are recorded in the Unified Register of Debtors, with 1.5 million (75%) closed without payment due to the inability to collect the debt. This has been reported by Opendatabot.
Since the onset of the full-scale war, the number of unpaid fines has increased by 43%.
The vast majority of unpaid fines - 92% - are attributed to men (1.8 million cases). Women account for only 8% of fines that were not paid on time.
The most frequent offenders are drivers aged 25 to 45 years (64% or over 1.28 million debts). Drivers under 25 account for 13% of fines (about 252 thousand). Another 23% (approximately 469 thousand) of debts belong to offenders over 45 years old.
The leading region in terms of violations remains Dnipropetrovsk region - 211.5 thousand fines (11%). Following are the capital - 193.7 thousand (10%), Odesa region - 146.9 thousand (7%), Kharkiv region - 125.9 thousand (6%) and Kyiv region - 106.3 thousand (5%).
It is worth noting that the register includes a record holder for the number of violations - a 27-year-old man from Vinnytsia region with 1056 fines.
As a reminder, during the first half of 2025, the Unified Register of Debtors recorded 375,810 debts for unpaid fines for traffic violations.
