Ukraine's Path to Joining European Satellite Programs

On October 28, the European Commission initiated negotiations with the EU Council regarding Ukraine's potential involvement in government satellite communication (Govsatcom) within the EU's space program. This was reported by a journalist from "European Truth" referencing the words of EC spokesperson Tom Renye.
The European Commission aims to integrate Ukraine into European space initiatives.
"We seek to integrate Ukraine into the Govsatcom program because defense and space are closely linked," Renye stated.
He emphasized that Ukraine is already fully involved in the EU's defense program, and now "it is time to do the same in space."
"Involving Ukraine in Govsatcom will ensure secure space connectivity, which is crucial for its competitiveness and the welfare of its citizens," added the EC spokesperson.
The next step will involve negotiations among EU member states and a decision by the EU Council regarding Ukraine's inclusion in EU space programs.
Ukraine's participation will be finalized after the signing of an international agreement in accordance with Article 218 of the Treaty on the Functioning of the European Union (TFEU).
Govsatcom aims to provide secure and resilient satellite communications by pooling and sharing existing satellite resources of EU member states and private operators.
The first step towards Ukraine's participation in the EU space program was taken in April 2025 when the EU and Ukraine signed an agreement to engage in components such as Copernicus, Space Weather Events, and Near-Earth Objects.
In the context of Ukraine, the Govsatcom satellite network is seen as an alternative to Elon Musk's Starlink.
It was also reported that Brussels is exploring the possibility of creating a new satellite network for military reconnaissance.
