Strengthening Cybersecurity in Ukraine

The Ministry of Defense of Ukraine is actively enhancing its defenses against cyber threats. With the issuance of order No. 692/nm dated October 15, a new security framework has been established to safeguard information systems that handle open, confidential, or official information.
This document defines the minimum requirements for cybersecurity of the systems utilized in the Ministry of Defense, the Armed Forces of Ukraine, and the State Special Transport Service. It has been developed in accordance with international standards and national legislation, taking into account the specifics of the defense sector.
“Unified cybersecurity rules will allow us to better protect our information resources and accelerate the development of new services,” stated Oksana Ferchuk, Deputy Minister of Defense for Digital Development.
The primary aim of this framework is to ensure a unified approach to data protection, enhance cybersecurity levels, and simplify compliance assessment of systems. It includes access requirements, data protection measures, security monitoring, and recommendations for implementing administrative and technical measures. All structural units that will work with this framework will undergo training on its application.
It is worth noting that this new security profile was developed in compliance with the resolution of the Cabinet of Ministers of Ukraine dated June 18, 2025, No. 712. It is mandatory for all systems that process open, confidential, or official information (except for automated systems of class “1”).
