Kyiv Prepares for Its Toughest Heating Season Amid War

The capital is gearing up for its most challenging heating season in the midst of an extensive war. This was noted by Kyiv's mayor Vitali Klitschko on Telegram.
"Today we are faced with the challenges of navigating the most difficult heating season in the history of this war. The enemy is intensifying its attacks on energy and heating facilities, launching drone and missile strikes aimed at crippling our critical infrastructure. This abnormal situation makes it difficult for air defense forces to function effectively, a trend we observe in other cities like Chernihiv, Slavutych, Sumy, and various towns across the country where critical conditions have already arisen," Klitschko stated.
According to him, the Kyiv City Council must adopt essential budget decisions today to enable additional measures considering various security scenarios. This includes reconstructing the water drainage and supply systems by implementing alternative and/or backup power sources. Klitschko indicated that funds would need to be reallocated from other planned expenses.
"The Kyiv City Council must also pass an appeal to the Parliament regarding increasing expenditures to strengthen Kyiv's defense capabilities. This concerns funds that were cynically taken from the capital. The Kyiv City Council is requesting that these funds be returned to the general budget of the capital," wrote the mayor.
He clarified that these funds should be allocated specifically for enhancing the protection of engineering, transportation, energy infrastructure, civil defense structures, and other key facilities essential for the capital's functionality, as well as for reinforcing the protection of military assets and facilities located within Kyiv.
