Supreme Court Upholds Memorial Construction for Fallen Soldiers

The Supreme Court of Ukraine has ruled to affirm the legality of the construction of the National Military Memorial Cemetery. The Kyiv District Administrative Court highlighted the importance of this project for honoring the fallen soldiers. This was reported by representatives of the cemetery's administration.
The Kyiv Ecological-Cultural Center filed a lawsuit against the Cabinet of Ministers, demanding the annulment of a government resolution from March 1, 2024, regarding the rules for removing green areas during construction. However, the court dismissed the claim, confirming the legality of the government's decision.
On September 24, the Supreme Court granted the petition of the National Military Memorial Cemetery administration in the case of the public organization "Marhalivka. Support." The court suspended the effect of the decision to cancel the Kyiv Regional State Administration's order on the transfer of land for the cemetery's construction. The court's ruling stated that halting the project could have "significant and irreversible negative consequences" for public interests and the rights of the families of the deceased, whose burials are planned at the memorial site.
"The National Military Memorial Cemetery is a space of memory and honor for those who gave their lives for Ukraine. Its construction is a matter of state significance and our collective duty to the fallen heroes, their families, and the defenders, whose names remain unknown," the official statement reads.
In July 2025, it was reported that the National Military Memorial Cemetery in the Kyiv region had prepared the first 6,000 burial sites.
