New Insights on Housing Certificates in Ukraine
As of June 1, more than 18,000 Ukrainians have received housing certificates for their destroyed homes.
This information was released by the NGO "Anti-Corruption Headquarters," referencing a response from the Ministry of Communities and Territories Development.
According to the ministry's data, the total amount of issued certificates reached 27.3 billion UAH. Approximately 11,000 individuals have already utilized the certificates to purchase real estate, while the total number of applications for certificates stands at 48,387.
Regarding compensations for damaged property, around 90,000 Ukrainians have received them, totaling over 9 billion UAH. The overall number of applications submitted over time is 147,747. This type of compensation includes two categories — payments for minor repairs and major renovations, with average compensation amounts of 73,100 UAH and 341,500 UAH, respectively.
The "Anti-Corruption Headquarters" points out that they received this response only after filing a complaint with the Ombudsman of the Verkhovna Rada, as their initial request had been ignored. They had to wait over three months for a response: the request was sent on March 11, and the reply was received on June 20.
The organization notes that the ministry uses terms like "approximately," "more than," and "nearly" in their data.
"We hope this is just a lapse by a specific employee who prepared the response, rather than a lack of accurate data in the ministry. In such a sensitive area as budget funds for reconstruction, there is no room for 'approximately,'" remarked the chairman of the NGO "Anti-Corruption Headquarters," Serhiy Mytkalyk.
The NGO emphasizes the urgent need for the establishment of a Register of Damaged and Destroyed Property, which would consolidate all the aforementioned information. This register should be public, providing open data regarding the number of applications and compensation amounts while maintaining the confidentiality of personal data of Ukrainians.
The NGO "Anti-Corruption Headquarters" is implementing the project "Monitoring Public Procurement During War and Post-War Period" with financial support from the European Union in Ukraine.
