The European Commission has proposed to integrate Ukraine into the "Roam like at Home" mobile communication zone starting January 1, 2026. This will allow Ukrainian users to utilize mobile services in EU countries without incurring extra charges, just like EU citizens in Ukraine.
The agreement covers calls, SMS, and mobile data at domestic rates, ensuring access to emergency services and consistent connection quality. The current voluntary agreement between Ukrainian and European operators will be extended until the end of 2025.
This decision is pending approval by the EU Council. The Commission highlighted that Ukraine has fully aligned its legislation with EU roaming regulations, which was a necessary condition for integration.
This marks the first area where Ukraine will gain internal EU market status under the Association Agreement.
