New Achievements of the "Agricultural Fund" Project

Ukraine has launched a new phase of the «Agricultural Fund» project, under which agreements for leasing agricultural lands worth 600 million hryvnias have been signed since its inception in October 2024, as reported by the Ministry of Agrarian Policy.
A total of 22,000 hectares have been leased.
The “Agricultural Fund” project: key facts
This project allows farmers in Ukraine to lease state-owned agricultural plots through online auctions on the «Prozorro. Sales» platform.
On average, eight participants compete for each lot, increasing the leasing price fivefold, noted Ukraine's First Deputy Prime Minister Olena Kostevych.
«This reflects a new level of management of state resources, where land generates profit for the economy and opens new opportunities for agrarians nationwide», — Kostevych added.
More than 70% of auction winners are representatives of small and medium-sized agribusinesses. Among the lessees are those who have signed over 25 agreements and are already actively cultivating these lands, confirmed the CEO of the «Agricultural Fund» Oleksandr Lysenko.
Results of the “Agricultural Fund” project
Since October 1, 2024, 520 auctions for leasing state lands covering an area of 36,000 hectares have been conducted in the «Prozorro. Sales» system across 18 regions of Ukraine.
As a result, 280 auctions resulted in agreements for land parcels totaling 22,000 hectares.
The highest competition was observed in the Odesa region — an average of 25 bidders per lot. Following were Kyiv and Khmelnytskyi regions – with 16 participants per lot.
Among the agreements, the highest average price per hectare was in the Lviv region — 50,000 UAH, and the lowest was in the Chernivtsi region — 3,000 UAH per hectare.
«In the first six months of operation, the “Agricultural Fund” became a leader in attracting investments on the “Prozorro. Sales” platform since autumn 2021», — stated the CEO of «Prozorro. Sales» Andriy Koval.
As of April 3, there are 400 land parcels available for lease totaling over 12,500 hectares in the «Prozorro. Sales» system.
Among the available lots is the largest object of the second pool of the «Agricultural Fund» — a plot of 4,000 hectares in Mykolaiv region with a starting price of 15 million UAH.
The smallest plot, measuring 0.04 hectares, is located in Transcarpathia.
