Tax Contributions from Gas Stations Surge in 2024
In 2024, the total amount of tax payments made by the top gas station networks (which account for 54% of fuel sales in the country) more than doubled.
This is reported by the specialized publication enkorr, citing data from Serhiy Kuyun, the director of the consulting group "A-95".
"In 2024, total tax payments increased from UAH 4.7 billion to UAH 9.8 billion, representing a rise of UAH 5.1 billion, despite a 2.9% drop in sales," he noted.
The expert clarified that the taxes include VAT (excluding VAT on imports), corporate tax, personal income tax, and social security contributions.
According to a study conducted by "A-95", VAT payments tripled from UAH 1.4 billion to UAH 4.2 billion. This is partly explained by the expiration of the 7% preferential rate in the first half of 2023. Meanwhile, the dynamics among networks show significant unevenness: from 8.92% in "BRSM" to 2.5 times in UPG and 3 times in KLO.
"Corporate tax increased by 1.5 times to UAH 2.2 billion. Again, the growth varies from 13% in OKKO to double in WOG and UPG, and 7.5 times in Motto. KLO and Avantage 7 reported a decrease in profit," stated the head of "A-95".
Payroll taxes — personal income tax + social security contributions — rose by 85%, or UAH 1.6 billion, to UAH 3.4 billion. During this time, the average official salary in the top 50 increased from UAH 11,853 to UAH 17,482 per month. The most significant increases in official salaries were noted in Avantage 7 and "BRSM".
According to Serhiy Kuyun, the increase in tax payments primarily occurred due to pressure from the tax service, members of parliament, and the expert community.
"However, there remains a significant gap between the leaders and outsiders among taxpayers in the fuel market, indicating, firstly, losses to the budget for 2024, and secondly, the potential for increasing budget revenues in the current year," he added.
Reminder:
Retail prices for gasoline, diesel, and autogas at Ukrainian gas stations have not significantly decreased in February 2025.
