New Developments in Social Housing in Ukraine
The European Investment Bank (EIB) is evaluating a groundbreaking social housing project, with the signing of the first agreement anticipated by 2025.
This was announced by Christina Mikulova, head of the EIB's regional office in Eastern Europe, in an interview with the "Interfax-Ukraine" agency.
"This will be the first project of its kind in housing implemented with the EIB. We are currently awaiting a decision from the Cabinet of Ministers that will establish the necessary legal framework. Concurrently, we are conducting a technical and economic assessment from the bank's side, and we hope that the first agreement will be signed as early as 2025," stated Mikulova.
She noted that social housing is a key area of cooperation for the EIB, which is also a priority for the Ukrainian government.
According to Mikulova, this is a pilot project that will allow testing the approach and methodology for establishing a social housing system in Ukraine.
"We understand that the selection of municipalities for participation in the pilot will be conducted by the Ukrainian government under transparent and clear conditions, and that a methodology will be applied that could later be scaled up.
If any community is not included in the initial phase, it will have the opportunity to join in subsequent rounds," she added.
The process of creating the model is happening in close collaboration with experts from the EIB and the European Commission, who are helping to adapt EU countries' experiences to the Ukrainian context. One of the key tools is the JASPERS advisory assistance program, which supports EU countries and candidate countries in preparing quality projects.
"JASPERS began its work in Ukraine in October 2024, and one of the first priorities was social housing, alongside energy and transport. JASPERS experts are already collaborating with Ukrainian partners in our Kyiv office," concluded Mikulova.
