New Initiative for Sustainable Internet Connectivity in Ukraine

Telecom operators and providers are now allowed to book construction teams that lay resilient internet networks using xPON technology. This ensures that Ukrainians stay connected, while critical enterprises continue to operate smoothly. Providing a stable internet connection is essential in frontline and border areas that constantly face shelling and prolonged power outages.

Following discussions with operators, providers, and relevant associations, the Ministry of Digital Transformation proposed changes to Resolution No. 76 regarding the booking of personnel, which has been approved by the government.

To book construction personnel, a company must meet the following criteria:

– be listed by the Ministry of Digital Transformation as a critical enterprise that builds networks using xPON technology;

– be engaged in the construction of xPON networks and have plans for at least one calendar year.

Mobile operators will also be able to book teams that construct energy-resilient networks on highways and national roads.

The booking of construction teams will be handled through the Diia app, similar to the emergency recovery booking process. The Ministry of Digital Transformation is compiling a list of these enterprises and is currently working on the conditions for their inclusion. If the construction plans are not met, the provider or operator will be removed from the list and the personnel booking will be canceled.

The benefits of booking specialists from these teams include:

– government agencies and enterprises critical to the economy and defense will operate without delays;

– an additional 1 million families will gain stable internet access, enabling them to utilize government services, call emergency services, and stay connected;

– conditions for remote learning for students will improve.

Building reliable telecom networks is not just about convenient internet access; it is also about national security. The enemy is attempting to cut off our communication, which is why the government is taking every measure to ensure connectivity remains resilient despite challenges. Developing energy-independent networks is a key aspect of the strategy for electronic communications development by 2030.
