Negligence at University: New Developments in the Case
Investigators from the Kyiv police department, with the support of SBU officers, discovered that the vice-rector of a leading university in Kyiv committed negligence during the organization of a major renovation of the educational institution.
According to the investigation, in 2022, a contract for the renovation of the university building was signed between the university and a private company. Subsequently, the official signed a completion certificate stating that the construction company had fully met its contractual obligations.
However, it has been revealed that as of 2025, no renovation work had been done, and even the project and cost documentation had not been developed to define the scope and cost of the work.
Despite this, the university unjustifiably transferred over 2.1 million hryvnias to the contractor for the fictitious major renovation, causing losses to the state budget in that amount.
Based on the collected evidence, investigators, under the guidance of the local prosecutor's office, have informed the former vice-rector of one of the capital's universities of suspicion under part 2 of Article 367 of the Criminal Code of Ukraine – negligence that resulted in serious consequences.
The article's sanctions provide for a penalty of up to five years in prison, along with a prohibition on holding certain positions or engaging in specific activities for up to three years.
