Fraud Scheme for Driver's Licenses in Kyiv Region

Residents of the Kyiv region attempted to profit from those wanting to expedite the process of obtaining driver's licenses by creating an illegal scheme. Under the pretense of preparing documents for the practical driving test, they solicited money. 
Investigators from the capital's police, together with operatives from the Department of Internal Security, received information about the scam organized by a 40-year-old driving school director in Kyiv. He recruited accomplices and assigned them various roles.
One of the participants was responsible for finding potential clients, advertising services near service centers. After discussing the details with clients, the scammer collected payments and divided the money among the participants. He then forwarded the clients' personal data to his accomplice, who handled the preparation of false documents regarding the supposed completion of driving training and internal testing.
The accomplice accessed the database using the organizer's personal key, where she entered false information about clients' training. Consequently, she created the necessary certificates for taking the exam at the service center, sending the completed documents via messengers.
For this service, the scammers charged 8,000 hryvnias.
Law enforcement conducted searches at the suspects' workplaces and residences, seizing stamps, seals, document templates, flash drives with digital signatures, cash, and other evidence of their criminal activities.
Investigators have already charged the participants in the scheme under several articles of the Criminal Code of Ukraine, carrying a potential sentence of up to 15 years in prison.
The procedural oversight is carried out by the Podil District Prosecutor's Office of Kyiv.
