New Initiatives to Support Ukraine
The President of Ukraine, Volodymyr Zelensky, has signed a new decree implementing the National Security and Defense Council's decision on "Further Support for Ukrainians through Ensuring Economic Stability and Strengthening Financial System Reforms".
This was reported by the "Interfax-Ukraine" agency.
The NSDC's decision emphasizes that the Cabinet of Ministers must analyze the state of international aid to Ukraine within a month and develop proposals for attracting additional resources during the next meeting of the Ukrainian Donor Platform Steering Committee.
Additionally, the Cabinet must take measures to ensure full funding for education, healthcare, and social protection expenditures, as well as urgent actions for import substitution and enhancing support for domestic producers.
The NSDC has also instructed the Cabinet to refine the criteria for designating defense companies as critically important. This pertains to enterprises authorized by the Ministry of Defense to fulfill state procurement functions in defense and to conduct defense procurement and sign state contracts.
Furthermore, provisions will be made for reserving employees of heating companies, water utilities, and waste management enterprises. They will be able to reserve up to 75% of military liable employees.
The government, in cooperation with law enforcement agencies, is required to audit the assets of individuals and entities under sanctions for asset blocking within three months. This is necessary to identify possible influences of such individuals or their partners on these assets and to take countermeasures.
