The document outlines the rules for the establishment and operation of these centers, as well as their activities. It regulates the collaboration between the centers and government bodies, local administrations, Territorial Defense Forces, Special Operations Forces, and civil society institutions.
The primary aim of establishing such centers is to prepare Ukrainian citizens for national resistance, foster patriotic consciousness, and acquire the necessary knowledge and skills for defending the country.
The centers will be established in regions and Kyiv as communal institutions. The initiators for their establishment will be the heads of regional or city state administrations, with decisions approved by regional councils.
The material and technical base of the centers will be funded by local budgets and other legal sources. This includes training equipment, communication devices, weapon models, training weapons, and simulators.
Certified specialists, primarily veterans of the Armed Forces, will be appointed as instructors, and active military personnel may be involved as needed.
The training programs for the centers will be developed based on typical command programs, taking into account regional needs.
