New Accessibility Strategy in Ukraine
Ukraine has updated the regulations regarding the establishment of barrier-free access (ramps and elevators) to cultural heritage sites.
According to the Cabinet's resolution, the installation of such means at heritage sites or newly discovered objects can be carried out through a simplified procedure, provided that these works do not require intervention in load-bearing structures, engineering systems, or do not affect the object of protection. The installation is carried out according to the approved scientific and design documentation, the composition of which is determined in accordance with DBN A.2.2-14-2016 "Composition and content of scientific and project documentation for the restoration of architectural and urban heritage sites".
"In Kyiv, municipal institutions are gradually becoming barrier-free. This applies not only to modern buildings but also to cultural heritage sites, where accessibility is implemented in compliance with all heritage protection requirements. This is a policy of equality and accessibility, which we are consistently implementing on the mayor's instructions, so that everyone – regardless of age, health status, or life circumstances – has equal opportunities to use urban spaces. The Cabinet has simplified the procedure, so we urge owners of heritage sites – from cafes to banks and cultural centers – to join in creating a barrier-free environment and contact the Department of Cultural Heritage Protection. Its specialists are ready to support the entire process of ensuring barrier-free access – expertly and while maintaining a balance between the authenticity of the object and the necessary adaptations, as is done in European countries. Together with the owners of such buildings, we aim to make Kyiv a city where every space is comfortable and accessible for all – for defenders, elderly people, and parents with children. Accessibility should be a standard, not an exception!" emphasized the Deputy Head of the Kyiv City State Administration, Hanna Starostenko.
