New Frontiers of Accessibility: First Meeting of the National Council
The first meeting of the National Council on Accessibility took place, featuring First Lady Olena Zelenska and representatives from government, international organizations, and business, discussing key projects in the field of accessibility.
Starting in 2023, all government websites and mobile applications must meet modern accessibility standards. This ensures that individuals with disabilities can comfortably use digital services. To assist with the implementation of these standards, a Competence Center for Digital Accessibility was established based on the Dii platform, supported by UNDP, in August 2024, providing training, consulting, and audits.
Access to digital education is another priority. The Dii.Education platform offers over 200 educational series with subtitles in Ukrainian and English. Special attention has been given to courses on digital accessibility: "Web Accessibility," "Barrier-Free Literacy," and "State Without Barriers." Additionally, 20 courses are available in sign language, and all images on the platform include alternative descriptions for individuals with visual impairments.
To secure digital accessibility at the legislative level, the Ministry of Digital Transformation is preparing a bill on "Digital Accessibility," which will define clear rules and responsible parties for ensuring accessibility across all sectors. It is expected that the document will be submitted to the Verkhovna Rada by the end of 2025.
Accessibility is also vital in administrative service centers (ASC). Over the past two years, the level of their adaptation for individuals with disabilities has increased by 16%. Currently, ASCs are equipped with technologies to assist visitors with visual and hearing impairments, comfortable spaces for the elderly and families with children, electronic queues, and consultations on online services. In 2025-2026, the Ministry plans to launch the flagship project "Barrier-Free ASC," making administrative services even more accessible.
Digital accessibility is not only about technology but also about respect, comfort, and equal opportunities for everyone. The Ministry of Digital Transformation, together with partners, continues to work on making digital services convenient and inclusive.
Initiated by First Lady of Ukraine Olena Zelenska, the National Strategy for Creating a Barrier-Free Space in Ukraine by 2030 has been approved.
