New Insurance Program for Businesses in Ukraine
From January 1, 2026, a new insurance mechanism will be launched in Ukraine, providing direct compensation for damages to businesses located in conflict zones, as well as partial compensation of insurance premiums for businesses throughout the country.
According to the Ministry of Economy, this initiative is part of the "Made in Ukraine" program. The managing body will be the Export Credit Agency (ECA).
Compensation will only be available to those businesses that, at the time of the damage to their property due to Russian military aggression, are participants in the program.
The new insurance mechanism is governed by the Order approved by the Cabinet of Ministers on November 28, 2025, No. 1541, which came into effect on December 1, 2025.
Direct compensation for businesses in high-risk areas will be provided to those whose property is located in regions of increased risk (Dnipropetrovsk, Donetsk, Zaporizhzhia, Mykolaiv, Odesa, Poltava, Sumy, Kharkiv, Kherson, and Chernihiv regions, excluding occupied territories).
The maximum compensation amount can reach up to 10 million UAH (considering related parties), but not exceeding the actual confirmed damages.
Participation in the program is voluntary and requires a one-time contribution of 0.5% of the total estimated damage for property damage/destroyed to be included in the compensation program.
To receive compensation for damaged or destroyed property, it is necessary to register the property in the Register of Damaged and Destroyed Property and submit an application to the Agency.
The application must include:
- documents confirming ownership,
- certificate of no tax arrears,
- photos of the damage (if available),
- inspection act,
- report on technical condition,
- evidence of destruction/damage (acts/certificates from the State Emergency Service, national police, etc.)
- technical passport, act and report on property assessment, documents for the signatory.
Compensation will be calculated within 30 days.
Partial compensation of the insurance premium for businesses throughout Ukraine
Businesses can receive compensation for part of the insurance premium under contracts for property insurance against war risks concluded with insurance companies. The state compensates part of the insurance tariff exceeding 1%, with a maximum of 1 million UAH per contract. For example, if the insurance tariff for war risks is 6%, the state compensates the difference of 5%, but not exceeding 1 million UAH.
For participation in the insurance premium compensation program, a fee of 5,000 UAH must be paid to the ECA account when submitting each application.
To receive partial compensation of the insurance premium, it is necessary:
- Select an insurance company, conclude a contract with it, and pay the insurance premium.
- Submit an application to the ECA for the payment of the insurance premium compensation along with the document package.
- Receive compensation within 30 days.
