New Options for Parents of Children with Disabilities in the «Reserve+»
The latest version of the military conscription app «Reserve+» now offers a deferment option for parents of children with disabilities. The Ministry of Defense of Ukraine has stated that the process is now straightforward and quick, eliminating the need for additional paperwork.
With automatic verification of data in government registries, users can swiftly receive results on their smartphones.
The deferment is available for:
- parents of children with disabilities under 18;
- parents of adult children with disabilities (Group I or II).
- If both parents are conscripts, each can submit a separate deferment request through “Reserve+”.
The main condition is that the information about the established disability must be current and entered into the Ministry of Social Policy's information systems. To submit a request, users need to update the app to the latest version from the App Store or Google Play and log in to the app. Then, on the main screen, tap the three dots, select “Submit a deferment request”, and choose the type of deferment.
After that, send the request and wait for a notification with the result. Occasionally, the system may deny the deferment, often due to missing or incomplete data in the government registries about the child or their disability.
Data can be updated online in the Electronic Cabinet for Persons with Disabilities. If the child is not registered, registration must be done first. Data can also be updated at public institutions. If the system denies the request, the app will indicate where to go: to the nearest administrative services center (ASC) or social protection authority.
"It is advisable to contact the social protection authority, as their specialists can quickly make changes to the registry. The process may take longer at the ASC," the ministry noted.
Records of disabilities in the registries must be current. If the disability document has expired, the service will be unavailable, and the request can only be submitted after obtaining a new document.
When visiting an ASC or social protection authority, bring the child's birth certificate or ID card, child’s tax ID number (if available), pension certificate (if available), medical conclusion for minors or certificate for adults, tax ID number of one parent, and proof of registered residence.
If you use the Electronic Cabinet, scanned copies of these documents are sufficient.
If the system still cannot find the child, a specialist must verify the data with the applicant, as errors may have occurred during entry.
Additionally, deferments can also be obtained by persons with disabilities, students, graduate students, parents of three or more children, spouses of defenders, and those with temporary unfitness.
The process of obtaining a deferment in “Reserve+” is automated, thanks to the data exchange between government registries, allowing for quick decisions without bureaucracy.
