According to experts from NetBlocks, who monitor internet access globally, this incident was not related to any network outages or governmental filtering.
Data from the monitoring platform Downdetector indicated that the highest volume of complaints came in at 2:36 AM on October 16, with over 330,000 users reporting problems with YouTube. Complaints were received from Ukraine, the USA, the UK, Canada, Japan, Australia, and several other countries.
