New Spam Blocking Regulations in Ukraine
Starting from October 2, new regulations came into effect in Ukraine that allow mobile operators to block spam numbers. The Ministry of Digital Transformation has clarified how ordinary Ukrainians can take advantage of these opportunities. The relevant information was published on the ministry's website.
«Tired of receiving calls from English language schools and offers for quick cash? The new regulations that took effect allow operators to block spam numbers. There are several ways to eliminate unwanted promotional calls that you did not consent to,» the statement reads.
The ministry advises Ukrainians to file complaints about spam with their mobile operator or the government hotline, or to send a request to the National Commission for the Regulation of Electronic Communications through its website.
The operator will check the number that received the complaint and will block it if it meets at least two of the following criteria:
- calls are made without communication;
- the average call duration over 7 days is less than 60 seconds;
- over 50% of the calls are to different numbers;
- the number cannot be called back;
- a recorded message is played during the call;
- complaints from subscribers;
- the number of incoming calls that do not result in a conversation is less than 5% of the total incoming and outgoing calls for that number;
- the number is solely for calls, not for SMS or internet use.
The relevant regulations are established in the Cabinet of Ministers' resolution from June 25, 2025, No. 761 «On Approval of Rules for Providing and Receiving Electronic Communication Services».
