New Emission Monitoring Regulations in Ukraine
The Ukrainian Cabinet of Ministers has approved a decree regarding online emission monitoring. According to a statement from the Ministry of Economy, the new mechanism allows facility operators to send data obtained from automated systems directly to the ministry and the State Environmental Inspection.
The new regulations will apply to:
- operators of facilities with integrated environmental permits required to install emission monitoring equipment;
- operators who have voluntarily implemented such systems.
"Operators are required to register their automated measurement systems electronically via the Unified Ecological Platform 'EcoSystem'. The transmission of emission monitoring results in real-time will be automated through the Ministry of Economy's API, which integrates into the platform," the ministry stated.
This initiative will provide the state with improved ecological control systems and fulfill Ukraine's international obligations; for businesses, it will reduce risks of misunderstandings with regulatory authorities and enhance transparency and corporate reputation; for the public, it will grant access to ecological information about industrial emission levels.
It is also worth noting that since the beginning of 2025, taxpayers have contributed nearly 3 billion UAH in environmental taxes, which is 0.9% more than the previous year. In 2024, the payment figure reached 2.942 billion UAH.
Note: The environmental tax is a mandatory national payment based on the actual amounts of various emissions, discharges, and waste placement in the environment.
According to Greenpeace, last year the greenhouse gas emissions associated with semiconductor production for artificial intelligence increased more than fourfold: energy consumption for chip production rose by 351%, while emissions increased by 357%.
