New Approach to Military Medical Commission for Ukrainian Defenders
Ukraine has launched a pilot project allowing remote passage of the military medical commission (MMC). This initiative is aimed at defenders receiving treatment abroad who cannot return due to health issues.
The Cabinet of Ministers has approved this decision at the suggestion of the Ministry of Defense and the Ministry of Health.
The changes apply to military personnel undergoing treatment abroad for up to 12 months. All branches of the Armed Forces and Security of Ukraine, including civil protection and police, affected by the war, can undergo the MMC remotely.
The government decree also specifies a list of diseases and conditions under which remote medical examination is possible. Specifically, defenders with:
- malignant tumors;
- eye diseases;
- head injuries;
- spinal cord and nerve injuries;
- internal organ injuries;
- limb injuries;
- thermal and chemical burns.
How will the remote MMC work?
Initially, the defender or their legal representative needs to submit documents from a foreign medical institution to the military unit, translated into Ukrainian and certified. The documents must include a diagnosis according to the International Classification of Diseases (ICD-10 or ICD-11). The military unit will forward the received documents to the MMC, which must review them within 10 days. After this, medical personnel will decide on fitness or unfitness for service. The MMC also generates a corresponding certificate to be sent to the commander of the military unit. Upon returning to Ukraine, the defender who underwent the examination remotely will not be required to pass the MMC again. Authorities noted that the experimental project will be in effect for a year from the date of the government decree's enactment. Earlier, the Cabinet simplified the procedure for obtaining electronic referrals for the MMC, which are now generated without the mandatory signature of the TCC head.
