The Ukrainian government has introduced new regulations concerning the distribution of pharmaceuticals, setting limits on the supply percentage from a single distributor.
This information was confirmed by the press service of the Ministry of Health.
According to the new requirements, all distributors must operate under equal conditions, specifically regarding pricing, payment terms, and delivery.
Additionally, the maximum supply volume of a single medication from a manufacturer or importer to one distributor cannot exceed 20% of the total net revenue from the sale of that medication in the previous year.
Exceeding this limit is permitted only if other distributors have not submitted purchase requests.
Changes to the licensing requirements will take effect two months after the publication of the resolution.
Currently, the pharmaceutical distribution market is dominated by two companies: "BaDM" and "Optima-Pharm".
The Dnipro-based "BaDM", owned by Oleksandr Dytiatkovskyi and Oleksandr Sukhodolskiy, accounted for about 40% of drug supplies to pharmacies as of September 2021, according to Forbes, while "Optima-Pharm", owned by Andrii Hubskyi, held approximately 45%.
