New Legislation for the Special Tribunal in Ukraine
The Verkhovna Rada has passed new legislation regarding the ratification of an agreement between Ukraine and the Council of Europe to establish a Special Tribunal for addressing crimes of aggression against Ukraine.
This information was confirmed by MP Yaroslav Zheleznyak on his social media.
Bill No. 0328 received support from 323 members of parliament.
The law ratifies the agreement signed on June 25, 2025, in Strasbourg, France.
The explanatory note states that the ratification of the agreement will enable the establishment of a legal framework for organizing the Special Tribunal, including the determination of its location, the development of internal regulations, and the involvement of other countries in the agreement.
The adoption of this document will also finalize all internal procedures in Ukraine for the agreement to come into force, allowing the creation of the Special Tribunal for impartial investigation and prosecution of senior officials responsible for the aggression.
On June 25, President Volodymyr Zelensky signed the agreement at the Palace of Europe in Strasbourg.
Prime Minister Denys Shmyhal stated that the tribunal will be an independent international institution within the Council of Europe. Its statute does not mention personal immunities, allowing even the highest officials of Russia, including President Putin, to be held accountable.
On July 1, a draft law on the ratification of the agreement to create the Special Tribunal was submitted to the Verkhovna Rada.
