Court Orders Return of Land to Kyiv Council Due to Violations
The Economic Court of Kyiv has mandated that the company "Kingsta" return a land plot of 0.1 hectares in the Solomianskyi district to the Kyiv Council, obtained under the "toilet scheme".
This is confirmed by the court's decision dated July 2.
In December 2024, the Kyiv City Council leased the land plot on Adam Mickiewicz Street, 1-A to LLC "Kingsta" for the construction of commercial buildings.
The company received the land without a competition, as it owned a public toilet covering 104 square meters.
The prosecution established that the Kyiv Council violated the Land Code by transferring the plot not for servicing but for new construction.
Moreover, without any explanation, the Kyiv Council allocated land due to Kingsta's ownership of a public toilet, which is nearly 10 times larger than the size of the premises.
The court agreed with the prosecution's arguments, noting that the property of 104 sq.m is a public toilet, while the contested decision of the Kyiv Council transfers the plot for construction and servicing of commercial buildings.
As a result, the court declared the lease agreement invalid and ordered "Kingsta" to return the land to the territorial community of Kyiv in a condition suitable for further use.
It is still unknown whether the company will file an appeal.
Currently, Valentina Fedoruk is the owner and manager of "Kingsta". From 2018 to April 2025, the director was Vitaliy Strashok.
According to Kyivvlast, Valentina Fedoruk is connected to several well-known and influential former officials and Kyiv Council deputies.
She is a co-owner of LLC "SO-5" and LLC "SV-5" alongside Roman Blumyn, who has been or still is the director or official co-owner of several companies linked to the "group of companies of Oleksandr Spasibko" – a former deputy head of the Kyiv City State Administration from 2016-2019, who controlled land issues in the capital.
Such firms include LLC "Vi-Pro", LLC "Violta", LLC "Valdi 2004", and LLC "Valdi-Holding".
Blumyn is also a co-owner of LLC "Marvi" with Kyiv Council deputy Olena Ovramenko.
Vitaliy Strashok is the chief accountant of the public organization "Obolon Legal Defense", co-founded by deputy Hanna Svyrydenko. According to Kyivvlast, she and Ovramenko voted for the allocation of land to LLC "Kingsta".
"Toilet schemes" allow for large land allocations in Kyiv for small real estate objects.
