Innovative Approaches to Community Development: Strategic Planning Insights
On June 10th, a final event for the project "Participatory planning of territorial community development" took place in Kyiv, where proposals for amending methodological recommendations for the development of community strategies were discussed.
The event featured Deputy Minister for Community and Territorial Development of Ukraine, Oleksiy Ryabikin, who emphasized the importance of new approaches in creating quality strategies linked to real resources and investment opportunities.
«Strategy is not just a document. It is a vision, a set of goals and decisions that should serve as a daily guideline for the community. We have already begun preparing medium-term public investment plans that require the presence of strategies for attracting funding.
Currently, we are implementing an information system for regional development that allows communities and regions to see their dynamics, rely on data, and use unified tools. This will enable not just planning but also comparing one's path with that of neighbors. The development of one community cannot be separated from the development of the entire country», emphasized Oleksiy Ryabikin.
The updated methodological recommendations include:
- the integration of strategic, investment, spatial, and budget planning with a focus on effective multilevel governance and a territorial approach;
- the development of intermunicipal cooperation;
- the engagement of a wide range of local stakeholders, including external consultants, in strategic planning and strategy implementation;
- the integration of the best local practices that can be scaled as universal recommendations;
- the application of modern analytical tools, systematic data work, and the establishment of a results-oriented monitoring system.
The event served as a platform for dialogue between the government, local authorities, experts, and international partners. The updates aim to implement a systematic approach to community development in the post-war period.
