Cashless Payment Implementation in Kyiv's Public Transport

The Kyiv City Council has endorsed the proposal for implementing cashless payment systems for travel on routes served by private transport providers.
This is outlined in the council's response to the petition.
It is noted that since 2018, there has been a legal framework in place in Kyiv for cashless payments in public transport, with no restrictions for private carriers.
As of today, in accordance with Ukrainian legislation, the Automated Payment Accounting System (APAS) is technically ready to connect all passenger carriers in Kyiv. This connection is established based on a service agreement with the APAS operator.
According to reports, from May to August 2023, one route served by a private carrier was connected to APAS in a pilot mode. The testing results confirmed APAS's readiness to operate with private transport providers.
"Considering that the issue raised in your electronic petition No. 13388 "Implementation of Cashless Payments for Travel on Private Transport Routes" will enhance the quality of passenger transportation, the executive bodies of the Kyiv City Council will take further actions within their authority," the response states.
