Closure of Medical-Social Expert Commissions in Ukraine

On April 2, Ukraine officially dissolved the last Medical-Social Expert Commission (MSEC), which operated in the Cherkasy region.

This was announced by the head of the Cherkasy regional military administration, Ihor Taburets.

"The deputies have finally put an end to the MSEC saga. They supported the initiative developed in our administration, which we proposed from the very beginning.

This municipal institution will join the regional information-analytical center for medical statistics, transferring all archives", stated Ihor Taburets.

The draft law for the final dissolution of the MSEC was supported by the Verkhovna Rada on December 19, 2024. The explanatory note indicated that the MSEC system does not meet "modern challenges" facing Ukraine during the war and "current approaches to determining disability." Instead, it was proposed to create expert teams of doctors.

Since the beginning of 2025, MSEC commissions have been dismantled in every region. However, in Cherkasy, regional council deputies failed to vote on this three times due to lack of quorum, as reported by Suspilne. Cherkasy.

Nevertheless, this did not affect the reform, as starting in January, expert teams of doctors have begun to be formed to replace the MSEC.
