New Regulations for Gambling in Ukraine
As of April 1, new legislative regulations have come into effect in Ukraine concerning gambling activities. These changes include bans on advertising and sponsorship in the gambling sector.
This was reported by dev.ua.
According to the new law, a new regulatory body called "PlayCity" will commence operations, replacing the now-defunct KRAIL. Instead of traditional inspections, a controlled gaming system will be introduced, alongside measures to block access to illegal websites and applications.
Gambling advertising is strictly prohibited, with a few exceptions:
- on television and radio during nighttime hours (from 11 PM to 6 AM);
- in media aimed at individuals over 21;
- on platforms and search engines targeting audiences over 21.
Sponsorship in this field is banned, except for cases related to sports.
Additionally, the offering of free bonuses, participation by military personnel, volunteers, and celebrities in advertising, and the use of wartime themes are also prohibited.
The law includes provisions for blocking illegal websites, tightening requirements for game organizers, and forbidding the issuance of licenses to individuals with tax debts. All gambling transactions must be conducted exclusively in cash through bank accounts.
Lotteries are also subject to most of the gambling business restrictions. The law sets requirements regarding the reputation of officials, tax debts, and restricts ties with aggressor countries.
Furthermore, limits on spending and gaming time, mandatory breaks, and "mystery shopping" during inspections with video recording are established. Betting on credit is prohibited.
Law No. 4116-IX, signed by President Volodymyr Zelensky, also imposes restrictions on online casinos, with the relevant decision taking effect on April 20, 2024.
Reminder:
President Volodymyr Zelensky has signed bill No. 9256-d aimed at strengthening control over the gambling market.
The liquidation procedure for the Gambling and Lottery Regulation Commission will commence on April 1.
