Surge in AI Adoption by Governments Worldwide
The use of artificial intelligence by governments worldwide has increased by more than one and a half times over the past three years, according to the study «National Large Language Models» conducted by the Ukrainian AI community.
The main driver for this surge is the development of local large language models that assist in creating high-quality AI solutions for the public sector, healthcare, education, and agriculture.
«Advancing artificial intelligence is a priority for us. We are integrating AI into various areas: from education to defense technology. This enables us to improve government efficiency. This year, our goal is to accelerate the integration of AI into projects, and we have recently launched the WINWIN AI Center of Excellence, which will support the development of a national LLM. This will serve as a foundation for creating quality government solutions and integrating AI into Ukrainian business,» stated Mykhailo Fedorov, Vice Prime Minister for Digital Transformation of Ukraine.
A large language model (LLM) is a form of artificial intelligence that mimics the human brain, capable of analyzing and generating text. Language models are foundational for AI chatbots like ChatGPT and others.
For a model to generate text, it is trained on a vast amount of information. Unlike English chatbots, national models are built on data in local languages such as French or Bulgarian.
The researchers analyzed 18 macro-regions representing 85% of the world's population and identified the benefits of creating language models in local languages.
Experiences from various countries show that large language models:
- simplify the handling of regulatory documents (Albania, Serbia)
- improve communication between authorities and citizens (Netherlands)
- optimize public procurement processes and translation of legal materials (Albania)
- enhance agricultural efficiency through personalized farmer consultations (Nigeria)
- improve medical processes: structure health records, predict disease risks, and assist doctors (Sweden, Kenya)
- aid in defense by searching for information in open sources (OSINT) and providing military-specific responses (USA, China)
- can inform citizens about government assistance (North Macedonia)
By developing national models, countries create AI assistants and specialized chatbots for doctors, students, farmers, civil servants, and other population groups.
The research was conducted by the Ukrainian AI community led by the technology company OpenBabylon, lang-uk, and the Ukrainian Catholic University.
