Impact of War on Ukraine's Healthcare System: An Update

Over the three years of the full-scale war, Ukraine's healthcare system has incurred damages amounting to $19.4 billion due to Russian attacks.

This information was reported by the Ministry of Health, referencing the Fourth Ukraine Rapid Damage and Needs Assessment report.

The analysis covers the period from February 24, 2022, to December 31, 2024. The largest damages to the medical system were recorded in the following regions:

• Donetsk region – 37.8% of the total;
• Kharkiv region – 12.6%;
• Luhansk region – 12.5%;
• Kherson region – 7.3%.

Compared to the previous assessment released in February 2024, overall losses in the healthcare sector have increased by 9%.

The needs for recovery and reconstruction have risen by 14% for the upcoming decade.

The number of damaged healthcare facilities has increased by 36.7%, and pharmacies by 2.2%.

“This figure is preliminary. However, it's clear that the healthcare system requires substantial investments and their rational use. To ensure maximum efficiency, strategic priorities have been set.”

“This year, the Strategy for the Development of the Healthcare System until 2030 has been approved. We have two key vectors: to ensure the system's resilience in wartime and to focus on recovery, combining it with reform processes and enhancing operational effectiveness according to the principle of 'better than before',” said Minister of Health Viktor Lyashko.

It should be noted that, according to the Ministry of Environmental Protection, the full-scale war has caused damage to Ukraine's ecology amounting to over 65 billion euros.
