Counterintelligence Foils Arson Plot in Kyiv
Agents from the Security Service of Ukraine and the National Police successfully thwarted a new attempt by aggressors to destabilize the situation in the capital.
As a result of preventive measures in central Kyiv, an FSB agent was apprehended who was tasked to set fire to the National Memory Institute.
The suspect purchased a 5-liter bottle of gasoline to discreetly enter the government facility at night.
Following instructions from the Russian special services, he intended to pour fuel on the window, ignite it, and record the fire on his phone.
Reports indicate that the occupiers planned to use this video for conducting information operations regarding an alleged pro-Kremlin underground in Kyiv.
SBU employees detected the hostile intentions in advance and disrupted them. The Russian agent was detained in a hostel near the Institute, where he had settled to conduct reconnaissance around the government building and choose a “convenient” moment to start the fire.
The investigation revealed that the executor of the FSB order was a 20-year-old resident of Vinnytsia, who came to the attention of the occupiers while searching for “easy money” in Telegram channels.
After recruitment, he initially completed a “control” task: he destroyed a military vehicle of the Defense Forces in his hometown using an incendiary mixture.
Later, the FSB dispatched the agent to Kyiv, where he was apprehended by the SBU.
During searches, a smartphone was seized from the detainee containing evidence of his cooperation with Russia.

The perpetrator is currently in custody without the right to bail. He faces life imprisonment with asset confiscation. Comprehensive measures were conducted by SBU employees in the Vinnytsia region in cooperation with the National Police under the procedural guidance of the regional prosecutor's office.
