Major Mobilization Evasion Scheme Disrupted in Kyiv
The Security Service of Ukraine has uncovered a large mobilization evasion scheme in Kyiv, orchestrated by the founder of a well-known legal firm along with five accomplices: lawyers and their assistants.
The investigation revealed that the individuals formed a criminal organization to profit from selling «evasion schemes».
For amounts ranging from €6,500 to €45,000, the perpetrators sold fake disability certificates for their clients' relatives and the necessity of caring for them to potential draftees and active military personnel.
Based on the forged documents, one category of clients was discharged from service, while another received deferments from mobilization during a special period.
According to the case materials, since the beginning of 2024, the scheme's organizers unjustly «removed» over 300 conscription-age individuals from military records across eight regions of Ukraine.
The scheme operated as follows: the organizer ensured the issuance of fake medical certificates, while his accomplices found clients, met with them, and transferred money.
Law enforcement detained all participants of the scheme.
During the searches, they discovered a price list with «rates», forged certificates, and handwritten notes as evidence of illegal activities.
- Art. 255 (creation and leadership of a criminal organization, as well as participation in it);
- Part 2 Art. 28, Part 1 Art. 114-1 (obstructing the lawful activities of the Armed Forces of Ukraine and other military formations, committed by prior conspiracy of a group of persons in a special period);
- Part 5 Art. 27, Art. 336 (aiding conscripts in evading conscription during mobilization);
- Part 5 Art. 27, Part 4 Art. 409 (aiding a serviceman in evading military duties through forgery of documents and other deceit, committed under martial law conditions).
The perpetrators face up to 12 years in prison with confiscation of property. Investigations continue to hold all participants of the criminal scheme accountable. Comprehensive measures were carried out by SBU employees in Kyiv and the Kyiv region under the procedural guidance of the Specialized Prosecutor's Office in the defense sector of the Central region.
