Financial Overview of Ukraine for 2025
In the first 11 months of 2025, the state budget of Ukraine received 2.33 trillion UAH in taxes, fees, and other payments. According to the Ministry of Finance of Ukraine,
“Preliminary data from the State Treasury Service indicates that from January to November 2025, the state budget received 2.33 trillion UAH,” the statement reads.
It is noted that the main revenue sources controlled by tax and customs authorities include: 486.6 billion UAH – VAT on imported goods; 324.6 billion UAH – personal income tax and military tax; 278.3 billion UAH – VAT on domestically produced goods (total collected 444.5 billion UAH, refunded – 166.2 billion UAH); 277.3 billion UAH – corporate profit tax; 255 billion UAH – excise tax; 67.8 billion UAH – dividends and portions of net profit; 49.7 billion UAH – import and export duties; 39.6 billion UAH – rent payments for resource utilization.
In addition to the profits of the National Bank of Ukraine (84.2 billion UAH transferred in April-May), international aid (grants) remains an essential source of income, totaling 381.2 billion UAH.
Overall, from January to November 2025, the total revenues to the general and special funds of the state budget amounted to 3.3 trillion UAH. Cash expenditures of the state budget during this period were 4.54 trillion UAH, including 3.54 trillion UAH from the general fund.
The contributions to pension and social insurance funds for January-November 2025 amounted to 593.1 billion UAH, of which 55.8 billion UAH was received in November.
