New Phase in the Privatization of Ukraine's Banking Assets
The Cabinet of Ministers of Ukraine has made a decision to initiate the privatization of state-owned shares in JSC "Sens Bank" and AB "Ukrgasbank". This was reported by the Ministry of Finance of Ukraine.
It is noted that the sale of state shares will be carried out in accordance with the law "On the peculiarities of selling state-owned shares in banks" in three stages: preparation for sale, conducting a competition, and signing a purchase agreement.
The main goal of this sale is to reduce state involvement in the banking sector and replenish the state budget. The ministry emphasized that decreasing state participation is one of the priorities of the Ministry of Finance within the government action program.
Moreover, the Ministry plans to announce a competition for selecting a consultant for the sale of shares in JSC "Sens Bank" and AB "Ukrgasbank" by the end of 2025.
On August 14, 2025, the Council for Financial Stability reviewed the potential risks associated with the sale of shares in these banks and confirmed that such a sale would not negatively affect the stability of the banking system.
JSC "Ukrgasbank" is a Ukrainian commercial bank with a state share of 94.94%, which came under government control in 2009.
JSC "Sens Bank", formerly known as "Alfa-Bank Ukraine", officially became state-owned in July 2023. The reason for the transfer was that its shareholders were Russian businessmen included in the sanctions lists.
